Introducing Chief Joe Brown IlI Chief Brown is a decorated law enforcement leader and military veteran with over two decades of distinguished service in public safety, organizational leadership, and community engagement. During his career, Chief Brown has overseen divisions such as patrol operations, criminal investigations, administration, telecommunications, animal control, and code compliance. He has successfully managed a $2 million budget, driven operational efficiencies, and spearheaded the department’s pursuit of Texas Police Chiefs Association accreditation.
A proud United States Air Force veteran, Chief Brown safeguarded nuclear assets, led Security Forces under U.S. CENTCOM and SOCOM, and served as Protocol Officer at Lackland AFB, coordinating high-level dignitary visits and mission-critical operations. These experiences cemented his commitment to integrity, accountability, and mission-focused leadership.
In his civilian law enforcement career, Chief Brown has held roles as patrol officer, detective, and supervisor, leading high-profile investigations, initiating policy reforms to enhance recruitment and retention, and founding the Seguin Police Explorer Program, mentoring more than 30 youth interested in policing. With over 14,000 hours of Texas Commission on Law Enforcement (TCOLE) training and certification as a TCOLE instructor and ALERT (Advanced Law Enforcement Rapid Response Training) instructor, he is dedicated to developing future law enforcement leaders.
Chief Brown’s leadership credentials include graduating from the Bill Blackwood LEMIT Leadership Command College, Northwestern University’s School of Police Staff and Command, and earning the FBI-LEEDA Trilogy Award. He holds a Bachelor of Arts in Criminal Justice from American Military University and will graduate with a Master of Business Administration from American Military University in the fall.
Beyond his professional duties, Chief Brown has been deeply involved in community service. Chief Brown has served on the Guadalupe County Child Welfare Board, Seguin ISD Diversity Committee, and other civic initiatives. He coaches youth sports and continues to strengthen relationships between law enforcement and the communities they serve.
Recognized for his operational expertise, crisis negotiation skills, and ability to modernize policing through technology and best practices, Chief Brown leads with compassion, fairness, and a steadfast dedication to justice. His vision as Chief of Police is to foster transparency, trust, and safety while empowering officers to uphold the highest standards of service.
