Dummy, The City Administrator is appointed by City Council and is Chief Executive Officer of the City. The City Administrator is responsible for the operations of all departments of the city. Responsibilities are staff organizational management, personnel appointment and removal, preparation and execution of the City Budget, as well as administration of City Ordinances and policy as adopted by Council.
The City Administrator establishes service priorities in order to meet the needs of the community and advises City Council Members about the financial requirements needed to provide those services.
The City Administrator also interacts with various elements of the community, including members of the legislative delegation, the business community and other government bodies.

All applications for the Utility Billing, Public Works and Administration Departments can be picked up at City Hall, 303 S. Teel Drive, Devine, Texas. No phone calls will be accepted after an application is turned in. The same procedures apply to the Driscoll Public Library; however, you must apply at the library during normal library hours at 202 E. Hondo Avenue, Devine, Texas.
For the Police Department, applications can be picked up between 8:00 a.m. to 5:00 p.m. at the Devine Police Department, 303 S. Teel Drive, Devine, Texas.
