Administration
The Mission of the City of Devine Administration Team is to provide continuous quality service to our citizens, businesses and visitors, work with Department Heads to continue to build our working capital and to implement the policies of the City Council, provide administrative oversight, maintain official City files, enhance economic development and make recommendations for a balanced City budget.
Animal Control
The Devine Animal Control section provides service and support to the Police Department and the Community by enforcing State and City laws regarding animal well being and animal nuisance. These officers respond to all types of animal related calls such as continuous barking dogs or cruelty to animals.
Code Compliance
The Code Compliance Department issues the following permits: Building, Plumbing, Electrical, Mechanical, Excavation, Floodplain Development, Temporary Sales Permits (Garage Sales), Solicitor Permits, Amusement Permits, and Beer Permits. Community Center
The mission of the City of Devine Community Center is to provide an event center on a for-rent basis for various events such as meetings, conferences, trade shows, dances, banquets, fundraisers, birthday parties, anniversaries, weddings, graduations, reunions and other large hall facility events in an effort to support our community’s event center requirements.

Driscoll Public Library
The mission of the Driscoll Public Library is to serve the people of the Devine community by providing the materials, facilities and personnel required to meet the cultural, informational, and educational needs of the community with the resources made available; and to utilize these resources in a most prudent and fiscally responsible manner.
Municipal Airport
The Devine Municipal Airport is city-owned with the Hangers being privately owned. The Airport is located on FM 2200, two (2) miles from State Highway 173.
Municipal Court
Court proceeding are generally held on the third Thursday of every month. Bench/Jury trials are scheduled as needed. Monthly court dockets are posted at City Hall forty eight hours prior to court day. All persons entering the courtroom should be dressed in clothing reasonably befitting the dignity and solemnity of the courtroom proceedings (e.g., shorts, flip-flops, tank-tops or T-shirts are not permitted).
Police Department
The Devine Police Department is responsible for providing public safety services to its residents and customers that live, work or visit our community. The men and women in the Department are committed to providing the highest quality service in responding to incidents, preventing such events whenever possible, educating our residents and other customers in all areas of public safety and assisting those that become victims of crime, accidents or social problems.

Public Works
The Public Works Department is to construct, operate, maintain and repair the city’s infrastructure including Water Distribution, Wastewater Distribution, Gas Distribution, Streets, Sidewalks, Curbs, Drains, Right-of-Ways, Traffic Control Systems and Signage, Buildings, Parks and Other Public Structures and Facilities.
Trash and Recycling
Trash pickup and yard-waste disposal are handled through the Devine’s waste-hauling contractor, Republic Services.
Utility Department
The mission of Devine Municipal Utilities is to provide reliable utility service for our owners at the lowest reasonable cost; to maintain and operate facilities that will assure safe, dependable electricity, potable water and wastewater treatment, giving due consideration to conservation and environmental impacts; and to plan for the future to assure adequate resources with progressive but sound economic reasoning.
